The BH2C takes part in the 3rd thematic session of the Renewable Hydrogen Advisory Group of the Ministry for the Ecological Transition and Demographic Challenge.
The Basque Hydrogen Corridor (BH2C) has taken part in the third thematic session of the Renewable Hydrogen Advisory Group, held on Friday, 28 November. The meeting, coordinated by the Association of Electric Power Companies (aelēc), looked to gauge the sector's opinion on the Delegated Acts of RFNBO and Low Carbon to advance the development of the renewable hydrogen value chain.
As part of the session, Borja Martín outlined the opinion of the BH2C on each of these Delegated Acts. Concerning the Delegated Act RFNBO 2023/1184, Mr Martín explained that the current requirements for additionality and hourly correlation are hindering the early development of projects and increasing the price of renewable hydrogen. For this reason, the BH2C requests that the time for applying the additionality condition be extended to 2036, and that the monthly correlation be maintained for projects started before 2035. In addition, the BH2C calls for greater consistency in exemptions for renewable power generation and continuous monitoring of the impact of the requirements of the Delegated Act. These measures should be accompanied by a longer-term horizon for fossil CO2, the protection of essential industries and the use of practical and realistic data.
Regarding the Low-Carbon Delegated Act, the BH2C proposes recognising certified low-carbon fuels for the delivery of emission reduction targets, and also calls for production to be maximised and infrastructure to be leveraged.
The Renewable Hydrogen Advisory Group, set up by the Ministry for the Ecological Transition and Demographic Challenge in 2023, is tasked with gathering opinions and suggestions from the renewable hydrogen sector to help the sector grow. The forum analyses the needs of the sector and proposes actions to the government designed to facilitate the roll-out of the technology and kick-start the green hydrogen market. The advisory group has been key to advancing the necessary regulatory deployment, including the transposition of European regulations, with the aim of consolidating renewable hydrogen as a strategic vector for the decarbonisation of Spain.
